3. Investment

Given the guidance of recovery and resource mobilization for
development investment; promotion of disbursement of public
investment; and investment in important infrastructure works, especially
transport infrastructure, agriculture and irrigation, etc., the realized
investment in the province in 2022 increased quite sharply compared to
that in the previous year. In 2022, the realized development investment in
the province at the current price was 23,475 billion VND. Of which, the
state sector reached 6,095 billion VND, accounting for 25.97% of the
total investment; the non-state sector achieved 17,123 billion VND,
representing 72.94% of the total investment; the FDI sector was 257
billion VND, making up 1.09% of the total investment.

4. Enterprise development situation
The province's enterprise registration in 2022 has prospered,

recovered positively with the increase in the number of enterprises
entering and re-entering the market compared to that in the same period
in 2021. The province worked with 150 turns of investors to explore
investment opportunities in the province, approved investment policies
for 8 projects; of which, the province granted investment policy decisions
and approved investors for 4 projects with a total registered capital of
about 2,434 billion VND (of which, there were 2 projects in industrial
parks). At the Investment Promotion Conference in 2022, the Provincial
People's Committee granted 4 investment policy decisions with a total
registered capital of over 12,000 billion VND, signed 18 memorandums
of understanding on investment research and study with a total
investment about 212,000 billion VND in the areas of transportation,
construction, urban development, logistics, digital transformation...

In 2022, the enterprise development situation in the province showed
positive signals, the number of newly established enterprises and the
registered capital increased compared to that in the same period in 2021.
The number of newly established enterprises were 444 enterprises, an
increase of 85 enterprises, corresponding to an increase of 24%; the
registered capital of newly established enterprises was 2,556 billion
